Trigger Type: One-Time

Trigger Time: Executes once, exactly one minute after a campaign is launched.

Responsibilities:

This scheduler performs the following actions:
Identifies duplicate calls (grouped by the UID generated from the payload) and moves them to the failed state.
Validates calls in the received state and transitions them to:
- ready, if validation is successful
- failed, if validation fails
